Guest Speaker: Senior Sergeant Tony Francis. "Our Town's ICE Fight."

Tony has been in the Police Force for 25 years. He lives in Point Lonsdale and has 3 children.
Ice is a methamphetamine and is like no other drug. It has been around since the 19th Century and used by housewives fairly commonly. It was given to Japanese Kamikaze pilots and Allied troops to ease the horror of war. Addiction of users was noted so it was banned. The substance has been modified over the last 20 years and purity levels are very high resulting in such wonderful feelings that the user becomes addicted to these and not the drug. Eventually the brain is affected and paranoia and psychoses follow. The user becomes very dangerous because they believe they are invincible and everyone is after them. Multiple police are required to restrain them so they can be taken to hospital.
Family, friends, police and whole communities are affected, and the situation will increase in the next 10 years. Robbery is the main source of finance. Dealers' main approach is through known friends or acquaintances especially in workplaces and Sporting Clubs. Ice is widely used in the COGG and the Bellarine Peninsular. It has displaced alcohol as the no.1 killer on the roads. It is difficult to convince Government of the need to appropriately finance a campaign, so the police have appealed to the community to come forward with solutions. An attempt is being made to change community attitude in workplaces, clubs sporting teams, coaches teachers, friends and family through an education program which stresses that harm minimization is not acceptable. Repetition of consistent messages and targeting of vulnerable areas appears to be having some effect in our area but much still needs to be done.
Rotary Clubs can provide support through talking about the problem with family, social groups, sporting clubs and in workplaces. Start the Conversation!
Twenty-eight days are required for some semblance of reasonable behavior. The Victorian Government has allocated 47 million dollars, mostly to health services to provide care and education. It is chilling to learn that Ice is more expensive in Australia and therefore our country has become a prime target.

Please note it is essential that apologies be recorded by 12noon on Mondays. Also the Club has to pay for members who have not apologized and not turned up!
Phone number is 0457 315 900. Thank You.
A Reminder… I would be very grateful if a hard copy of reports could be given to me at the meeting… My task would be made easier!
